Chicago Mayor Brandon Johnson signs Executive Order directing Chicago Police Department to pursue charges against violent federal agents.
Today, January 31, 2026, Mayor Brandon Johnson signed the “ICE on Notice” Executive Order directing CPD to document, report, and pursue prosecution of alleged illegal activity by federal agents conducting immigration enforcement. The Order requires CPD to refer any felony violations to the Cook County State’s Attorney for prosecution.
“ICE on Notice” makes Chicago the first city in the nation with a framework for public accountability when immigration agents violate state or local laws. This Order was enacted in response to recent federal violence in Chicago and Minneapolis. Any data collected by CPD on violations by federal agents will be shared with the public, marking a huge win for accountability and public safety.
Specifically, the Order directs CPD to:
Document federal enforcement activities in accordance with CPD policy;
Ensure that any body-camera footage captured during the incident- including footage of any use of force, detentions, injuries, or other enforcement activity- is preserved;
Seek to identify the federal supervisory officer on scene, attempt to verify their name and badge number, and record the credential verification using body-cameras- including any refusal to comply;
Complete a report on any violation of state or local law by federal agents consistent with CPD policy;
Immediately summon emergency medical services and render aid to any injured person on the scene.
This is a historical executive order and a win for the people’s struggle against law enforcement brutality. However; we must ensure this Order is ENFORCED and hold CPD accountable for seeing it through. Words without enforcement are just that, words. We must hold the line on our demands to CCPSA and continue to pressure Cook County State’s Attorney Eileen Burke to prosecute the ICE agents who murdered Silverio Villegas Gonzalez in September 2025.
This Executive Order is a direct result of our movement and the pressure we have placed on the City, CPD, and Cook County officials. The Order is also a call to action and a step on the path to our ultimate goal: LEGALIZATION FOR ALL. We commend Mayor Brandon Johnson for his support of our movement and look forward to holding those who terrorize our communities accountable.
